I'm stumped. I'm not so sure what is the right answer to your question. I'll do some Googling and get back to you if I got an useful answer. You should email the people at Discover Card as they probably could give you an answer..

I knew that a few years ago when people with under 650 scores were getting approved for cards that 720+ couldn't get.

(720 was a pretty good baseline score to shoot for)..

Title seems somewhat misleading. It seems to focus on people who at one time had a high score and were then declined because they did something stupid like max out a different card right before applying which dropped their score...not people who had good scores and kept them there...

Even before the credit crunch there was a distinction between prime and super-prime credit profiles, e.g. this item from.

Granted, the standards for prime have been raised. It seems like a move in the right direction. Not sure if 620+ or 650+ ever was prime, regardless of what mortgage brokers said...

While the crappy service is inexcusable, the rate might have been either due to the age of the car (which you didn't say) or the loan amount...
