I'm stumped. I'm not so sure what is the right answer to your question. I'll do some Googling and get back to you if I got an useful answer. You should email the people at Discover Card as they probably could give you an answer..

I knew that a few years ago when people with under 650 scores were getting approved for cards that 720+ couldn't get.
(720 was a pretty good baseline score to shoot for).. |

Title seems somewhat misleading. It seems to focus on people who at one time had a high score and were then declined because they did something stupid like max out a different card right before applying which dropped their score...not people who had good scores and kept them there...

Even before the credit crunch there was a distinction between prime and super-prime credit profiles, e.g. this item from.
2006. Granted, the standards for prime have been raised. It seems like a move in the right direction. Not sure if 620+ or 650+ ever was prime, regardless of what mortgage brokers said... |

While the crappy service is inexcusable, the rate might have been either due to the age of the car (which you didn't say) or the loan amount...
