First of all How to get VISA Card / Discover Card...? Thanks in advance for any answer or 2. 2nd question I got is.. Do Ach Operating rules do not allow banks to return transacations if their customers did not receive goods or service they paid for?.. |

That's a good question. I'm not sure what is the right answer. I'll do some poking around and get back to you if I bump into an anything. You should email the people at Discover Card as they probably could give you an answer..

Did you try disputing through Paypal? Unlike most people I know, I've actually had good luck with their disputes...

Yup.. their response was basically due to TOS I couldn't dispute "service" related issues basically..
Our investigation into your claim is complete. As stated in our User. Agreement, the claims process only applies to the shipment of goods. It. Does not apply to complaints about the attributes or quality of goods. Received. Therefore, we are unable to reverse this transaction or issue a. Refund.. Now that I think about it, it's paypal that actually took the money from your account so they are most likely the ones you would have to sueThey would then have to recoup from the the original seller.
You could probably sue Paypal and have them settle instead of fighting but you would have to be prepared to end up in district court just in case... |

Beli, know you're no newbie to this stuff, but I thought i'd weigh in on it with a comment that it might be best to do the PFB/BBB dispute against both PP and the original seller...

What's PFB? I'm not familiar with that term. Occ is still reviewing the case. I'll wait to see what they determine. IF that fails, then I'll go with BBB dispute against PP and original seller.Tho I'm not sure what good a PP dispute w/ bbb because it's way past 45days now since the intial dispute and i'm quite sure they'll say that in their response.
I talked to someone in one of my classes that works at a bank and they said if the dispute was done within 60 days it shouldn't matter it should be refunded regardless of whether it was ach/and or cc) (I posted the above exact response)They talked to someone hire-up at their bank they work with (not sure who/which bank) could just be depending on bank.. so I'm pretty sure I'm being feed a bunch of BS at this point. I've never had this type of problem with a bank before.. And yes, I have gone to Execs at my bank and got the same response as above.. Never heard of it till I started contributing here, but many here have a had a lot of luck with it. You can't use the board's search for PFB because it doens't let you search for < 4 letters, but you can google search the board by going to google.com and doing this: site:creditboards.com pfb.
