Quick question... How and where do I reload a prepaid Discover Card? not a greendot card!!!!? Hoping for any answer or 2. My other question... So, I have had Clear internet service for about 3 months now, and so far have had no issues with the service. I had their home internet with the phone service. Fast forward to today.

I told them I wanted to switch from the home phone service, and add the USB mobile internet to my package instead. Then comes the fun part.

Ok, so a lady comes on the line, and I go over what I want done. Not a problem she tells me, and proceeds to process the change. Then she asked me to verify my social for their system. (NOT HEY WERE GOING TO RUN YOUR CREDIT, IS THAT OK??) So I gave it to her, and she tells me I am denied the change of service. When I asked her why, she informed me that my credit report doesn't meet their standards.

So what are my next step on this? Attorney General perhaps?..

Hmm... I need to find out myself. I don't know what is the answer to that question. I'll do some research and get back to you if I find an answer. You should email the people at Discover Card as they probably could give you help..

They had no permissible purpose to pull my credit when I already had service with them, and was only changing something on the account...

On what grounds do they have to do a credit inquiry after service has been established for some time. This is not a credit card, it's an internet service provider...

Is the service an up-grade or a down-grade???.

Do they direct bill you to your credit card...debit card...checking account???.

Would you have paid more or less per month???..

I never understood that. Since providing internet service often doesn't require any cost layout to speak of for the ISP, there's little risk..

If someone doesn't pay, simply cut them off - I can't understand why credit matters much here...

Section 604 of the FCRA:.

A consumer reporting agency may furnish a consumer report under the following circumstances and no other:.

(3)(A) intends to use the information in connection with a credit transaction involving the consumer on whom the information is to be furnished and involving the extension of credit to,.

Or review or collection of an account.

Of, the consumer; or.

(3)(E) otherwise has a legitimate business need for the information in connection with a business transaction involving the consumer..

You were upgrading your service, which means the company would be be billing you for more per month. Correct?.

They reviewed your report, as allowed by the FCRA. Permissible Purpose..

Have you read in full your terms of service with this company? are you sure that by using their service you have not given them permission to review your account/reports?..

THEY GAINED NOTHING BY PULLING A CREDIT REPORT.

Can you get the same service by going to another supplier.

TOTALLY CUTTING THEM OFF???.

With-out getting charged.

Id agree that they have PP since;.

1) They have extended credit in the way of equipment..

2) You have requested a change of service which would result in change of credit extended (in terms of eqt.).

Doesnt matter if you are an existing customer, or a new customer. They have PP I'm afraid..

And especially since you are an existing customer, they dont even have to ask your permission...

ADD CHANNELS or DELETE CHANNELS or TURN OFF DIRECTV.

Your service is different???.

You don't pay???.

THEY CUT YOU OFF.

But they already have charged your Discover card before the months usage even happened..

Well let me ask you this. When you sign up for service, aren't they required to give you their terms and conditions. Also aren't they required to tell you if they change those terms and conditions, and you have some kind of opt out period? Isn't that how this game is played...

Thats correct. Thats the way it is when it comes to credit being extended..

But it certainly is ludicrous. CCCs taking AA is understandable. But utility companies, especially if you buy your own eqt etc, is a little, well, ludicrous..

But the above print notwithstanding, I doubt if theyd ever do an AA. As in closing a/cs cause of defaulting on some other a/c...

Seriously though, you have an account with them so they can pull a hard if they desire to. Granted, they DO NOT HAVE to, but instead did. Keep this in mind when your commitment time is up and thinking back to now how you were treated by them as a business. (I am going through this now with Directv - customer service issues)..

On another note, I myself had Clearwire. I bought one on those Bluray players that stream movies from Netflix. Clearwire did not have the speed, and when I called to inquire I was basically given a "sorry too bad, but hopefully it gets better because there is nothing more we can do". I dumped them that week, and signed up for a local cable internet provider. THOUSAND times better. I sent the modem back to Clearwire per instruction, with tracking.

I would call Clearwire after each charge, but they could not seem to locate the modem I returned even with a UPS tracking number...

Jen's quote of FCRA 604 pretty much explains it. Subsection A (and also F which was not included in the quote) are fairly broad and I think either could be applied to this situation..

Unfortunately, there is a general continuing assumption that inquiries (especially hard inquiries) are limited to very specific types of credit (such as credit cards or specific types of loans), which is not true. Also, FCRA 604 makes no distinction between hard and soft inquiries. Virtually any company providing you with an ongoing service that is extended on some credit basis (payments, equipment, contract) can pull a hard inquiry simply as part of a review process .....

I absolutely hate utilities for this kind of nonsense. I moved a couple of years ago and it cost me several hards, including 2 on EX. And just last month Charter pulled my SO's credit for REMOVING DVR's from our account (since we got Tivos) - it really made my blood boil to pull her credit report and see that inquiry there...

I hate clear. The service is terrible. When I set it up they pulled my credit and THEN told me that since I have a FA I had to verify my identity with someone who is only there M-F and this was a saturday and I HAD to have net that day...grrr...If there was something better in my area I would totally switch...

Honestly, I have no complaints about the internet service, itself. Now their customer service, it sucks. That's where this company needs to change, or it will not be successful. Ohh wait, their backed by time warner and sprint, notorious for horrible customer service. That explains alot...

If it were the first inq, I wouldn't dispute it, but since it is the second one and wasn't authorized, I don't see the problem. A responsible company will tell you they are about to pull your file...

The rules are flexible. They most likely had PP. I agree it makes little sense to have an ISP hard pull..

Freeze CRAs to prevent gratuitous hard pulls. Note: existing creditors can still hard pull but many will not force through a hard pull when a freeze in place...

I am sorry that I was not able to take the time out of my day to read a terms of service, ohh wait they changed it less than a month ago. Also, you had to learn about the FCRA, you wern't born knowing whats contained in that. I am learning, but this contact badgering someone about not knowing whats contained in that document is getting a little old...
