OP - My only concern would be clicking on any links or opening attached files. So long as you do not open any links or files you should be o.k. for the most part. Make sure your anitvirus software is up to date. BETTER YET If you can use a different computer - one that you do not care about it being exposed to attached spyware or trojans use that one to see what the links or files are about.. Yes. email messages are communications; see 15 USC 1692(a). Just make sure the sender is in fact covered under FDCPA..

Judging from the date, the email was sent the day after I sent my DV so technically it isn't a violation. They hadn't received my letter yet. I just found the email very odd. I thought it would have to fall under the same rules as a dunning letter when it comes to terminology...

From the wording it sounds as if they're treating email the same as leaving a voice mail (Not saying it's for a debt, etc). Which make sense, I suppose, since 'anyone' could see your email, the same as 'anyone' could listen to your voicemail?.

If it were me, I'd copy and paste the debt validation letter that you sent as a reply. That way you KNOW they have it while waiting for your green card back. I'd also include something along the line as this has also been sent as certified mail on such and such date..
Just don't forget to save all correspondences including e-mails. If your e-mail provider allows you to make folders, I'd suggest making a folder just for this CA so you can easily find the correspondences.. Wanted to add, that if your e-mail provider lets you do check marks to let you know that person read the e-mail I'd mark those to.. that way you KNOW they got it.. It's REQUIRED that they have that disclosure on EVERY communication...be it mail, phone, email, or carrier pigeon..

Well the debt they're collecting for is only $950. I've got them on 2 FDCPA violations so far and a violation of one Florida statute..
